 low Oil pressure in rebuilt 240

I just started my newly rebuilt 240.Rocker arms not getting oil and lifters clattering.Idiot oil light is out.Installed mech oil pressure gauge,pressure is 10 lbs.Everything new in engine , cam, lifters ,rocker arms, pushrods ,oil pump, pick up.I was told by machine shop there might be a plug behind the cam gear ,not letting galley pressurize.Any help appreciated thanks

New cam bearings? If so possible installed wrong and blocking passages.
Was the block hot tanked? If so may have a oil galley end plug missing letting oil out to run right back in pan.
Slim but maybe, head gasket wrong or installed in wrong orientaion?

I have had a couple engines that took awhile to get oil to the top end, I always run the oil pump with a drill until oil is at the rockers then reinstall dist. and fire it.
May try running the pump for a bit with a drill, maybe just some stubborn air in there.

I did prime oil pump with drill but oil never reached rocker arms. The block was hot tanked and cam bearings installed by machinist. Is there a allen plug behind the cam gear maybe i missed ?

There should be 2 plugs behind the gear, one bigger than the other.
The big one should be solid and the small one should have a small hole/orifice in it to help lube the gear.
Either missing will result in very low/no oil pressure.
